Tomorrow’s Leaders Scholarship 2027/2028 – Fully Funded
The Middle East Partnership Initiative (MEPI), a program of the U.S. Department of State, has opened applications for the Tomorrow’s Leaders Program 2027/2028, a fully funded undergraduate scholarship designed for outstanding students from selected countries in the Middle East and North Africa.
The program combines academic study with leadership development, professional training, academic mentoring, community service, and practical learning opportunities. It has built a network of more than 1,900 alumni across the region. FHI 360 manages outreach, applications, and recruitment on behalf of MEPI.

💰 Scholarship Funding and Benefits
The Tomorrow’s Leaders Scholarship covers a wide range of academic and living expenses, including:
- Full tuition and enrollment fees for up to four years of undergraduate study.
- University housing.
- Monthly living allowance.
- University health insurance.
- Entry visa and residence permit fees.
- Textbook allowance.
- A laptop for use during the program.
- Two round-trip tickets per year to the student’s home country or place of residence.
- Career-development and leadership workshops.
- Internship opportunities.
- Academic mentoring and guidance from faculty members.
- The opportunity to apply for one semester of study at a university in the United States.
Important: The main undergraduate degree is not completed in the United States. Students study at AUB or LAU in Lebanon, while eligible scholarship recipients may have the opportunity to apply for a semester-long academic exchange in the United States.

Medicine is not available under the Tomorrow’s Leaders Scholarship.
🌍 Eligible Countries
According to the current eligibility list for the 2027/2028 cycle, applicants may come from:
Algeria, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank, and Yemen.
Eligible Palestinians who are legally residing in a third country may also apply under the program’s current rules.
According to the current guidelines, applicants who are presently residing inside Gaza cannot apply for this cycle because students must be able to travel internationally by August 2027. Palestinians from Gaza who legally reside in a third country may remain eligible.
Note: Bahrain appeared in some previous scholarship cycles, but it is not included in the current 2027/2028 eligible-country list.
✅ Eligibility Requirements
Applicants must generally:
- Be currently in their final year of high school or have graduated from high school in 2026.
- Applicants from Iraq, Libya, Syria, eligible Palestinian categories, and Yemen may also apply if they graduated in 2025.
- Have a strong academic record.
- Demonstrate maturity, adaptability, and clear leadership potential.
- Have strong written and spoken English skills.
- Demonstrate financial need through the required documentation.
- Be able to travel and begin university study in August 2027.
- Not be a U.S. citizen or U.S. permanent resident.
The program indicates that an overall academic average of approximately 80% or higher is generally expected, subject to the admission requirements of the partner universities.
Students who are already studying at a university may also apply, but their cases are reviewed individually by the participating universities.
🗣️ English-Language Requirements
One important advantage of the application process is that:
Applicants do not need to submit TOEFL or IELTS when submitting the initial Tomorrow’s Leaders application.
All applicants complete a free English-language assessment provided by Arizona State University (ASU) as part of the Tomorrow’s Leaders application process.
Applicants who advance to the next stage will later be required to submit a TOEFL or IELTS result no later than March 8, 2027.
The program covers the cost of the required English test for shortlisted applicants.
The current eligibility requirements indicate a minimum TOEFL iBT score of:
- 80 under the former 0–120 TOEFL scale, or
- 4.0 under the newer 1–6 TOEFL scale.
Is the SAT Required?
The SAT is not required when submitting the initial scholarship application.
However, SAT I or SAT II may later be required for certain academic majors or for applicants studying in American-system schools.
When required, the relevant SAT result should be submitted by March 26, 2027.
📄 Required Documents and Application Materials
Applicants should prepare the following:
- Completed Tomorrow’s Leaders online application.
- Official Grade 10 transcript.
- Official Grade 11 transcript.
- Grade 12 transcript, if available.
- High-school graduation certificate for applicants who have already graduated.
- English translations for documents issued in another language.
- Evidence of extracurricular and/or volunteer activities.
- Completion of the free ASU English assessment.
- Two recommendation letters, including at least one academic recommendation.
- Applicant identification information.
Applicants who do not yet have a passport may initially apply using a national identity card.
If the applicant reaches the advanced stages of the selection process, they will be required to obtain a valid passport.
Shortlisted applicants may later be asked to provide:
- TOEFL or IELTS scores.
- SAT scores for certain programs where required.
- Additional documents requested by the partner university or scholarship program.
📝 Recommendation Letters
Applicants need two recommendations.
A recommender may be:
- A teacher.
- A school administrator.
- A coach.
- A supervisor from a volunteer or community activity.
At least one of the two recommendations must be academic.
Friends and family members cannot provide recommendation letters.
Applicants enter the recommender’s email address in the application system, and the recommender then receives an electronic link to complete the recommendation form directly.

Applications are submitted through the official Tomorrow’s Leaders Program website.
The application process is generally as follows:
- Create an account on the Tomorrow’s Leaders application platform.
- Complete the online application form.
- Enter the required academic information.
- Upload academic transcripts and supporting documents.
- Enter the contact details of the two recommenders.
- Provide information about extracurricular, community, and volunteer activities.
- Complete the ASU English-language assessment.
- Review the entire application carefully.
- Submit the application before November 18, 2026.
- Wait for the initial application review.
- If shortlisted, complete the interview and any required TOEFL/IELTS or SAT testing.
Applicants do not need to submit a separate university application directly to AUB or LAU.
